Idea: In DHA, residents are required to maintain a "green belt" outside their homes. If I'm not mistaken, the land of the green belt is owned by DHA, but maintained by the resident.
People grow different plants, flowers and grass on it. No use other than the visual appeal.
DHA should instead revise their strategy and ask the residents to grow fruit trees and/or vegetables. These should be maintained by the residents and DHA should ensure that they aren't picked out before they ripen. And once the fruits/vegetables ripen, DHA should ensure their harvesting (if that's the word) and distribute among the needy.
With 10s of thousands of houses in DHA and miles and miles of greenbelt, this could be huge and extremely helpful. Bare minimum effort required at the part of the residents and a little planning required by DHA
In fact, all major societies in PAK could adopt this model. Bahria etc In a limited space in our home in Multan, mom has planted mulberry, oranges and God knows how many different vegetables. Passers bye (usually the poor) enjoy the shade and the fruit. I can't tell you how joyful that is.
